If you have ever bid on a state-funded construction project in Pennsylvania, you know the materials list comes with strings attached. Aggregate suppliers have to be certified. Not just any certification, either. Pennsylvania maintains a strict tiered system, and not every quarry makes the cut.
Rockwood Stone, my company based in Rockwood, Pennsylvania, recently earned the highest designation available under that system: Type A, Class E Aggregate Producer, listed on the Pennsylvania State Bulletin 14. I want to explain what that actually means, because I think a lot of contractors source aggregate without fully understanding what the tiers represent or why they matter.
What Pennsylvania’s Bulletin 14 Actually Is
Pennsylvania Department of Transportation maintains Bulletin 14 as the official registry of approved aggregate suppliers for state projects. If a supplier is not on that list, their material cannot be used on PennDOT work, regardless of what the supplier claims about quality. The list is not easy to get on. Suppliers have to go through a formal evaluation, submit to quality testing, and meet specific production and processing standards before they receive any designation at all.
The classification system breaks down by type and class. Type A is the top tier for processed stone aggregate. It is the designation assigned to producers who meet the most demanding standards for quality control, material consistency, and production process. Class E refers to the specific aggregate category, covering the gradations and material specs required for heavy infrastructure applications.
What the Evaluation Process Requires
Getting there required Rockwood Stone to go through the full evaluation process. That meant documentation, testing, and a review of how we operate at the quarry. It was not a fast process, but I believed from the start that it was worth doing correctly. State certification is not something you cut corners on.
What It Means Practically for Contractors
It means contractors working on PennDOT projects, municipal road work, drainage infrastructure, and other government-funded construction can source aggregate directly from Rockwood Stone with confidence. It removes the qualification question entirely. When a project spec calls for Bulletin 14 certified material, Rockwood Stone is on that list.
For private projects, the certification functions as a quality signal. Contractors who source from a Bulletin 14 Type A supplier know they are getting material that has been evaluated against Pennsylvania’s standards, not just self-certified by the producer.
What It Means for Somerset County
I am proud of what the team at Rockwood Stone accomplished. Somerset County does not have an overabundance of state-certified aggregate producers, and filling that gap matters for contractors working across the region. Projects do not have to go far to find qualified material.
